Welcome to the BCC Community Banking Newsletter, focused exclusively on developments affecting community banks.

1. Fed Holds at 3.75%-4.00% in 10-2 Vote as Cook and Hammack Dissent for a Hike

The FOMC held the federal funds target range at 3.75%-4.00% on October 28, with Governor Lisa Cook and Cleveland Fed President Beth Hammack preferring a quarter-point increase. The statement said activity is expanding at a strong pace and inflation remains elevated. September minutes showed most participants assessed that another increase would likely be appropriate by year end. September CPI rose 0.6% for the month and 3.7% over 12 months, with gasoline up 9.1% in September. September payrolls changed little (+29,000), and unemployment was 4.2%. The next meeting is December 8-9 (federalreserve.gov; bls.gov; cnbc.com).

Key Takeaway: Before December 8, compare the deposit beta you actually paid after the September hike with the beta in your ALM model. Then rerun a further 25 bps scenario using your own beta rather than a vendor default.

2. First Community Agrees to Buy Ohio's Main Street Financial for About $243 Million

Virginia's First Community Bankshares announced October 28 it will acquire Main Street Financial Services Corp. of Wooster, Ohio, with $1.6 billion in assets, for about $243 million. The deal adds 21 branches, creates a company of about $5.2 billion and is expected to close early in the second quarter of 2027. On October 7, Third Coast Bancshares agreed to buy Oklahoma's Great Plains Bancshares (about $1.9 billion in assets) in an all-stock deal valued at about $239.6 million, creating a company of about $9 billion. Isabella Bank Corporation's purchase of Grand River Commerce, signed June 11, won Federal Reserve approval October 5 (bankingdive.com; prnewswire.com; federalreserve.gov; sec.gov).

Key Takeaway: If your board expects to field offers in 2027, refresh your loan review, BSA findings and change-of-control terms in key contracts now, since buyers will diligence them before pricing a deal.

3. AM Best: Life Insurers Logged Five Upgrades and Three Downgrades in the First Full Half of 2026

AM Best's October 1 special report found the U.S. life segment recorded five rating upgrades and three downgrades in the first half of 2026, two more upgrades and one fewer downgrade than a year earlier. Upgrades went primarily to life companies, and the downgrades were annuity writers. Across life/health insurers, affirmations made up 82.3% of rating actions. AM Best said life companies remain well-capitalized, but analyst Helen Andersen noted that some U.S. life/annuity insurers continue to depend on reinsurance for capital management, particularly offshore reinsurance (ambest.com; reinsurancene.ws).

Key Takeaway: For each BOLI carrier you hold, confirm any 2026 AM Best rating action and its reliance on offshore reinsurance, then record both in your annual BOLI risk review for the board.

4. OCC Finalizes GENIUS Act Stablecoin Rule, Effective January 18, 2027

On October 21, the OCC finalized a rule implementing the GENIUS Act for payment stablecoin issuers under its jurisdiction, effective January 18, 2027. The OCC says the rule gives interested community banks a pathway to explore issuing stablecoins through a subsidiary, applies the same standards to bank and nonbank issuers, and permits bank deposits to serve as stablecoin reserve assets. The final rule dropped a proposed presumption about when arrangements violate the ban on stablecoin interest or yield. ABA President Rob Nichols said gaps in the rule risk undermining the distinction Congress drew between payment stablecoins and traditional bank deposits (occ.gov; bankingjournal.aba.com).

Key Takeaway: Before January 18, have ALCO estimate how much of your operating and noninterest-bearing deposits could move to stablecoins, and decide whether to seek reserve deposits from issuers as an offset.
